Who is left outside the centralised system
In the municipality of Chișinău, utility billing for a large share of the housing stock goes through the municipal billing centre — M.E. “Infocom”. It is mature infrastructure, but its service area is the municipality of Chișinău.
An association in a small town, a village, a dacha or cottage sector, or a housing construction cooperative outside the municipality has no access to that infrastructure. In practice the bookkeeping falls on the chairman: paper ledgers, Excel sheets, handwritten receipts, and hours of reconciliation at the end of every month.
What PVM does
PVM (the Telegram bot @BillSync_bot) is a program for tracking meter readings, cotizatie and expenses in associations that no billing centre serves.
- Readings are entered in Telegram. Members do not install or learn a separate app: they work in the same messenger they already use. The casier enters readings from a phone, standing at the meter.
- Telegram and the site share the same data. The chairman reads reports in the personal account on notifypro.info; owners see their balance and payment history in both channels.
- Three languages: Romanian, Russian, English. Every user picks their own. Municipal systems work in Romanian and Russian; English is what owners abroad and foreign buyers need.
- Contributions go straight to the association’s account. PVM is not an intermediary in settlements: the owner pays to the association’s bank details, QR code included, and the payment is recorded against the lot.

How to start
- Open @BillSync_bot in Telegram, or notifypro.info, and register the association — it takes about 5 minutes.
- Send the list of lots as a table: only the lot number and the owner’s name are required.
- Set the prices for electricity, water and cotizatie.
- Invite the casier and the owners — each with their own role and language.
